摘　　要：结合大量实例,详细从资金来源、管理单位、运维运营以及组织保障4个方面系统性总结我国智慧路灯项目的建设运营模式。其中,资金来源还是以政府投资为主,政企联合投资为辅,同时近年来政府资金来源逐渐向地方政府专项债这一融资方式转移;运营方面,目前可运营收益暂时还较少,且过重依赖于LED大屏收益,不利于收益矩阵构建及风险均衡配置;管理和保障方面,目前地方政策、标准以及保障机制逐渐完善,有利于支撑智慧路灯行业再发展。提出扩大智慧路灯配套的特许经营权范围、创新商业模式等建议。Based on a large number of examples that have been implemented in China,this article systematically summarizes the construction and operation models of multi-functional pole projects from four perspectives:funding sources,management institutions,operation and maintenance,and organizational support.It is concluded that the funding source stll mainly come from government investment,supplemented by joint investment between government and enterprises.At the same time,in recent years,the government's funding source has gradually shifted to the financing method of local government special debts;in terms of operation,the current operational revenue is relatively small and heavily relies on the revenue from LED screens.The pressure for the project to benefit from operation is high;in terms of management and security,local policies,guides,and security mechanisms are gradually improving,which is conducive to supporting the overall conclusion of the redevelopment of the smart street light industry.Propose suggestions such as expanding the scope of franchise rights for supporting smart street lights and innovating business models.
