摘　　要：推进社区低碳治理是国家碳中和战略的重要基础。首先阐述社区低碳治理的概念及意义,认为社区低碳应与基层治理能力现代化紧密结合,通过一系列制度设计达成低碳社区试点等指标要求;其次分析国内外社区低碳治理的实践经验,重点剖析常州市社区低碳治理实践及其存在的问题;最后,结合常州市“十四五”规划和低碳城市试点建设要求,构建社区低碳治理体系,分层明确社区低碳治理要点,为各地社区低碳治理工作提供参考。Promoting community low-carbon governance is an important basis for national carbon neutral strategy.This article firstly expounds the concept and significance for community low-carbon governance,and considers that community low-carbon should be closely combined with the modernization of grassroots governance capacity,through a series of system design,achieved low-carbon community pilot indicators.Secondly,analyze the practical experience of community low-carbon governance at home and abroad,and focus on the analysis of community low-carbon governance practices and existing problems in Changzhou.Finally,combined with Changzhou’s“14th Five-Year Plan”and low-carbon city pilot construction requirements,build a community low-carbon governance system,stratified clear community low-carbon governance points,provide reference for local community low-carbon governance work.
