摘 要:国防交通动员能力的强弱,直接影响到战时及平时特殊情况下各项任务的顺利进行。随着时代的发展,传统动员方式已难以满足现代战争突发性强、节奏快、物资消耗大等要求,而利用新一代信息技术构建的泛在互联、全面感知、动态控制的智慧动员体系将成为满足现代需求的新手段。通过分析设计“智慧化”交通动员平台,明确其业务流程、动员模式,建立相关功能模块,实现民用运力潜力资源实时掌控、动员全流程的动态监控,以此来提高国防交通动员质效。The strength of national defense transportation mobilization ability directly affects the smooth progress of various tasks of the troops in wartime and peacetime under special circumstances.With the development of the times,the traditional mobilization method has been difficult to meet the requirements of modern war,such as strong suddenness,fast pace and large material consumption,and the intelligent mobilization system based on the new generation of information technology will become a new means to meet the modern requirements.Through the analysis and design of the"intelligent"transportation mobilization platform,this paper clarifies the business process and mobilization mode,establishes relevant functional modules,and realize the real-time control of civil transport potential resources and dynamic monitoring of the whole mobilization process,so as to improve the quality and efficiency of national defense transportation mobilization.
