城郊服务型乡镇国土空间规划试点与探索

摘　　要：城郊服务型乡镇承担城市功能外延拓展和乡村可持续发展的功能,是城乡共生共荣区域,是未来新型城镇化的主战场之一,因此做好城郊服务型乡镇国土空间规划尤为重要。本文从城郊服务型乡镇特征及面临的挑战出发,以湖南省茅竹镇为例,从空间格局构建、设施共建共享、空间管控与引导、产业发展路径及指标留白等多个方面梳理城郊服务型乡镇国土空间规划编制重点及对策,为同类型乡镇国土空间规划编制提供参考。Suburban service-oriented towns and townships undertake the functions of urban function extension and rural sustainable development.They are an area of urban-rural symbiosis and common prosperity,and one of the main battlefields of new urbanization in the future.Therefore,it is particularly important to do a good job in the land spatial planning of suburban service-oriented towns.Starting from the characteristics and challenges of suburban service-oriented towns,taking Maozhu town in Hunan as an example,this paper summarizes the key points and countermeasures for the land spatial planning of suburban service-oriented township from the aspects of spatial pattern construction,jointly-construction and sharing of infrastructure and public service facilities,spatial control and guidance,industrial development path,and blankleaving of construction land quota,so as to provide a reference for the preparation of the same type of township land spatial planning.
