摘　　要：从水利领域充分发挥市场机制作用的新形势出发,梳理分析了水利领域市场机制作用政策要求、定位和作用机理,探索提出了水利领域市场机制作用判断条件、作用清单,针对工程建设、工程安全管控、水资源节约利用等水利领域,提出积极稳妥推进市场化的意见建议。This article analyzes the policy requirements,position and mechanisms of the role of the market mechanism in the field of water conservancy based on the new situation and proposes the judgment conditions and roles list of the market mechanism in the field of water conservancy.It also puts forward suggestions for actively and steadily promoting marketization in terms of engineering construction,engineering safety management,water conservation and utilization and other water conservancy fields.
