摘　　要：本研究旨在探讨生物育种企业面临的市场准入障碍与贸易壁垒对其发展和创新能力的影响。首先,介绍了生物育种企业在国际贸易中面临的市场准入障碍和贸易壁垒的背景和动机;详细分析了市场准入障碍的不同类型和影响,包括技术和标准要求、认证和审批程序,以及检验和检疫措施。深入探讨了贸易壁垒的不同类型和影响,包括进口关税和配额、技术壁垒和知识产权保护,以及反倾销和反补贴措施。在具体案例分析方面,重点分析了北美转基因食品标签争端和中国棉花贸易争端,并列举了其他一些与生物育种产品相关的国际贸易争端案例。本研究认为生物育种企业作为创新的推动者和粮食安全的关键参与者,解决市场准入障碍和贸易壁垒具有十分重要性和迫切性,本研究对于政策制定者和生物育种企业具有重要的参考价值和指导意义。This study aims to explore the impact of market access barriers and trade barriers on the development and innovation capabilities of biotechnology breeding enterprises.Firstly,we introduce the background and moti-vation of market access barriers and trade barriers faced by biotechnology breeding enterprises in international trade.We analyze in detail the different types and impacts of market access barriers,including technological and standard requirements,certification and approval procedures,as well as inspection and quarantine measures.We further discuss the different types and impacts of trade barriers,including import tariffs and quotas,technological barriers and intellectual property protection,as well as anti-dumping and countervailing measures.In terms of spe-cific case analysis,we focus on the analysis of the North American GMO food labeling dispute and the Chinese cotton trade dispute,and provide examples of other international trade disputes related to biotechnology breeding products.Our study emphasizes the importance and urgency of addressing market access barriers and trade barriers for biotechnology breeding enterprises,which play a crucial role as drivers of innovation and key participants in food security.This research provides valuable references and guidance for policymakers and biotechnology breed-ing enterprises.
