基于县域妇幼专科联盟分级诊疗的实践探索

摘　　要：专科联盟建设是为了建立县级医院与基层医院、上级医院长期稳定的分工协作机制,切实缓解老百姓“看病难、看病贵”的实际问题而逐步形成的协同合作管理模式,是提升专科重大疾病救治能力的有力举措,亦是推进分级诊疗服务的重要载体。为解决县域妇幼专科医疗卫生服务能力孱弱难题,推进其医疗服务水平,以浙江省宁波市宁海县妇幼保健院为例,介绍了其通过整合县域内19家不同级别的医疗机构,成立“宁海县妇幼专科联盟”,实施人才培养、双向转诊、分级诊疗、资源共享等措施,形成基于县域妇幼专科联盟的分级诊疗方案实现路径,并在提升基层妇幼专科医疗服务能力方面取得了一定成效,可为今后推动基层专科医疗服务水平提供参考与借鉴。A specialty alliance is a cooperative management mode that enables a long-term and stable division-of-labor and collaboration mechanism among county-level hospitals,grassroots hospitals,and higher-level hospitals,in an attempt to address the problem of"difficult and expensive to see a doctor".It is an effective measure for raising the capacity of treating major diseases in a specialized hospital and also an important means to promote hierarchical diagnosis and treatment services.To narrow the capacity gaps in county-level women and children medical services,the Ninghai County Maternal and Child Hospital in Ningbo City,Zhejiang Province has established the Ninghai County Maternal and Child Specialty Alliance by integrating 19 medical institutions of different levels in the county for talent training,two-way referral,hierarchical diagnosis and treatment,and resource sharing.The alliance successfully realized the hierarchical diagnosis and treatment and effectively increased the capacity of grass-roots women and children medical services.Its practice may provide valuable experiences for the capacity-building of grass-roots specialist medical services.
