摘　　要：在深入推进“最多跑一次”改革过程中,政务数据共享壁垒逐渐成为改革的拦路虎。目前,政务数据共享壁垒一方面体现在跨部门协作性公共管理存在一定难度:不仅部门之间的政务数据不能及时共享,而且部门内部的政务数据也无法完全共享,甚至部门上下级的政务数据也存在单向流通的问题。另一方面,跨地区协作性公共管理的难度还比较大。因此,为了破解“最多跑一次”改革中政务数据共享存在的壁垒,需要加强协作性公共管理,尤其是需要树立开放协作的理念、完善数据共享中心、加快数字化应用和加强部门间的合作等。In the process of deepening the reform of"one-stop service",the barriers to government data sharing have gradually become the biggest obstacle.At present,the barriers to government data sharing are reflected in the difficulty of interdepartmental collaboration.Government data cannot be shared in time between departments,and be completely shared within departments,and even the vertical data within departments is in the state of one-way flow.Therefore,in order to break down the barriers to government data sharing in the reform of"one-stop service",it is necessary to strengthen collaborative management.Especially,it is necessary to establish the concept of open collaboration,improve data sharing centers,accelerate digital application and strengthen coordination between departments.
