摘　　要：坚持房住不炒、租售并举是我国“十四五”以来的长期国策。在当前处于下行阶段的房地产行业背景下,推动长租房发展、盘活存量住房,在经济、社会和行业等各方面的意义尤其重大。首先基于对我国各地盘活存量住房资源、推进长租房的模式进行文献和资料梳理,提出倡导多元模式及其创新的建议,再以杭州市主城区为例,展开存量住房资源供需数据分析,针对性地提出相关政策策略和建议。最后,从城市规划、政策制定、监督管理等方面提出对我国城市盘活存量住房资源、发展长租房的意见和建议。综合使用案例分析、统计数据与大数据分析相结合的多源数据分析方法,为我国城市存量住房资源的有效盘活利用、房地产政策上的因城施策,以及城市规划策略的制定提供参考。It has been a long-term national policy since China's 14th Five-Year Plan to adhere to the principle of no speculation in housing and renting and selling.In the context of the real estate industry,which is currently in a downward phase,promoting the development of long-term rental housing and revitalizing inventory housing is particularly significant in various aspects such as economy,society and industry.Firstly,based on the literature and data combing of the models of revitalizing inventory housing resources and promoting long-term rental housing in various parts of China,we propose to advocate the combined use and innovation of multiple models,and then take the main town of Hangzhou as an example to launch the analysis of the data of supply and demand of inventory housing resources and put forward relevant policy strategies and suggestions in a targeted manner.Finally,opinions and suggestions on revitalizing inventory housing resources and developing long-term rental housing in China's cities are put forward in terms of urban planning,policy formulation,supervision and management.The multi-source data analysis method,which combines case study,statistical data and big data analysis,is used to provide reference for the effective revitalization and utilization of urban housing resources,city-specific policies and urban planning strategies in China.
