摘 要:网格化管理是创新社区治理,提升社区服务效能的重要模式。当前,网格化管理在各地实践中方兴未艾,其运行中的治理样态值得进一步检视。以赣北M县网格化管理实践为例,发现网格管理遭遇网格标准与治理实践脱嵌、权责利失衡引发弱势吸纳和责任边界模糊导致任务超载的挑战。科层理性下的管理僵化、逆向软预算约束下的权责失衡和“公”“私”交融下的政策悬置是引发上述治理负效应的因素。Grid management is an important mode to innovate community governance and improve community service efficiency.Currently,grid-based management is in the ascendant in practice around the world,and the governance pattern in its operation deserves further review.Taking M County in northern Jiangxi Province as an example,it is found that grid management encounters the challenges of grid standards being disembedded from governance practices,imbalance of power and responsibility triggering vulnerable absorption and blurred boundaries of responsibility leading to task overload.The management rigidity under the hierarchical rationality,the imbalance of power and responsibility under the reverse soft budget constraint,and the policy suspension under the"public"and"private"intermingling are the factors triggering the above negative effects of governance.
