摘　　要：森林生态效益补偿制度作为生态保护补偿制度重要组成部分,是落实森林资源保护权责、调动各方参与森林资源保护积极性、推进生态文明建设的重要手段。通过总结河北省森林生态效益补偿制度的实施现状,分析其存在的补偿渠道单一、补偿标准不合理、市场机制不健全、补偿程序不科学、立法进程滞后等问题,提出了建立多元化资金筹集制度、设定合理的补偿标准、提升森林生态效益附加价值、制定《河北省森林生态效益补偿条例》等针对性对策,以期为高水平京津冀生态环境支撑区建设提供坚实有力的制度保障。Forest ecological compensation,as an important component of ecological protection compensation system,is an important means to carry out the rights and responsibilities of forest resources protection,to mobilize all parties to participate in forest resources protection and to promote the construction of ecological civilization.This paper summarizes the implementation status of forest ecological compensation system in Hebei province,analyzes the problems existing in its implementation,such as single channel of compensation funds,unreasonable compensation standards,imperfect market mechanisms,unscientific compensation procedures,and lagging legislative processes,and proposes to establish a diversified fund-raising system,set reasonable compensation standards,and enhance the added value of forest ecological benefits,formulate the Forest Ecological Compensation Ordinance of Hebei,to provide a solid guarantee for the construction of high-level Beijing-Tianjin-Hebei eco-environmental support zone.
