摘 要:随着我国进入存量发展阶段,以及历史城镇整体保护理念的发展,历史地段的自主更新受到广泛重视。然而目前历史城镇以用地性质、院落肌理等为主要依据划分的规划地块,由于与地籍边界不符,难以根据地块相关规划要求有效管理并引导其自主更新。文章在探讨历史地段产权地块独立性、自主性、排他性、动态性特征的基础上,结合同里古镇自主更新管理实践,提出以产权地块作为自主更新管理单元,并着力发挥社会治理作用,重点加强建筑风貌管控、建立动态规划服务机制的应对策略。As China enters the stage of stock development,with the development of the integrated conservation concept of historical towns,the self-renewal of historic areas has been paid more and more attention.However,according to the requirements of relevant planning,at present,the plots in historic cities and towns are mainly divided according to the land use properties,the texture of the courtyard,and so on,which are inconsistent with the boundaries of the plots.The plots cannot be managed effectively and renewed automatically.The paper discusses the independence,autonomy,exclusivity and dynamics of the property plots in historic areas.Combined with the automatic renewal and management practices of Tongli ancient town,the paper proposes the strategies of taking the property plot as a management unit for automatic renewal,giving full play to the role of social governance,strengthening the management and control of architectural features,and establishing a dynamic planning service mechanism.
