生态文明示范区建设对绿色全要素生产率的影响与机制研究

摘　　要：生态文明示范区政策是中国加速生态领域发展改革,探索促进各区域绿色发展、人与自然和谐共生之路的先行尝试。本文基于设立的生态文明示范区这一准自然实验,以2007—2020年中国265个地级市面板数据为样本,利用多期双重差分法探究生态文明示范区政策对绿色全要素生产率的作用效果和影响机制。结果表明:生态文明示范区政策可显著提高相应地区绿色全要素生产率,并通过提高环保财政支出和推动技术创新提高绿色全要素生产率。该项政策在中西部地区显著提高绿色全要素生产率,而在东部地区政策效果不显著;在经济水平发展较低地区,该项政策对绿色全要素生产率的正向作用强于经济发展水平较高地区。进一步分析发现,该项政策具有正向空间溢出效应。本文的研究为探究当前生态环保政策的实施效果和可改善方向、实现绿色发展提供了有益参考。The ecological civilization demonstration area policy is China's first attempt to accelerate the reform in the field of ecological development and explore a path of green development and harmonious coexistence between human and nature for various regions.Based on the panel data of 265 prefecture-level cities in China from 2007 to 2020,this paper takes the eco-civilization demonstration area as a quasi-natural experiment,and uses the multi-period difference-in-differences method to explore the impact and mechanism of ecological civilization demonstration area policy on green total factor productivity(GTFP).The results show that:The eco-civilization demonstration area policy can improve GTFP of corresponding regions significantly,and it improves GTFP through improving environmental protection fiscal expenditure and promoting technological innovation.This policy can improve GTFP significantly in the central and western regions,but not obvious in the eastern region.The effect of this policy on improving GTFP is stronger in lower economic development areas than in higher economic development areas.Further analysis shows that this policy has positive spatial spllover effect.The research provides beneficial reference for exploring the implementation effects and possible direction for improvement of ecological policy and achieving green development.
