癌症防治顶层设计的国际经验及其对我国的启示

摘　　要：随着经济和社会的发展,我国癌症防治工作从改革开放初期的“粗放式”进入到了“精细化”的阶段,尽管癌症的死亡率和5年生存率都有不同程度的改善,但与发达国家相比仍有一定差距。因此,对美国、英国、法国、日本等发达国家的癌症防治顶层设计的思路、内容进行了梳理和研究,总结其成效和经验,为我国更好地做好癌症防治工作提供参考。新的历史时期,我国的癌症防治事业应该借鉴国外发达国家资源统筹能力强、癌种针对性高、实施任务具体、跨学科合作紧密等经验,立足中国基本国情和癌症防治现状,完善我国的癌症防治的顶层设计,从体制机制、人员激励、信息化建设、儿童癌症等方面构建完整的癌症科研攻关和医疗防治体系。With the development of economy and society,cancer prevention and treatment work in our country has entered the stage of"refinement"from"extensive"in the early stage.Although the mortality rate and five-year survival rate of cancer have improved to varying degrees,there is still a certain gap between China and developed countries.Therefore,this research studies and sorts out the ideas and content of top-level design for cancer prevention and control in developed countries such as the United States,the United Kingdom,France,and Japan,further summarizing the effectiveness and experience,and providing reference for better cancer prevention and control work in China.During the new historical period,cancer prevention and treatment cause of China should draw on the experience of top-level design in developed countries,including strong resource planning ability,high cancer species pertinence,specific implementation tasks,and close interdisciplinary cooperation,so as to formulate our own top-level design of cancer base on national conditions.It's necessary to build a complete scientific research and medical prevention and treatment system from the aspects of institutional mechanisms,personnel incentives,information construction,and child cancer.
