我国中医类医疗机构资源配置公平性与效率分析

摘　　要：目的:分析2020年我国31个省份中医类医疗机构资源配置公平性及效率的现状,为我国中医类医疗机构的资源规划提供参考。方法:利用集聚度分析资源配置公平性,运用数据包络分析资源配置效率。结果:按地理面积配置的公平性,东部地区优于中西部地区;按人口配置的公平性,中西部地区优于东部地区。我国总体中医类医疗机构资源配置的综合效率为0.771,纯技术效率为1,规模效率为0.771,处于弱DEA有效。31个省份中仅有4个省份处于强DEA有效,7个省份处于弱DEA有效;20个省份处于非DEA有效。结论:我国经济发达的东部地区的中医类医疗机构资源地理分布集聚度较高,人口分布集聚度较差;经济落后的中西部地区中医类医疗机构资源的地理可及性较差。中医类医疗机构资源的配置效率仍有提升空间,资源投入应因地制宜,确定适当投入规模,同时引入先进管理理念,提升中医医疗机构管理水平,促进资源有效利用。Objective:To analyze the current situation of resource allocation equity and efficiency of TCM medical institutions in 31 provinces in 2020 in China,so as to provide references for resource planning of TCM medical institutions.Methods:This paper used the agglomeration degree method to analyze the equity of resource allocation,and used data envelopment to analyze resource allocation efficiency.Results:According to the equity of geographical area allocation,the eastern region was better than the central and western regions.According to the equity of population allocation,the central and western regions were superior to the eastern regions.The overall comprehensive efficiency of resource allocation of TCM medical institutions in China was 0.771,the pure technical efficiency was 1,and the scale efficiency was 0.771,which was effective in weak DEA.Among the 31 provinces,only 4 provinces were in strong DEA effective,and 7 provinces were in weak DEA effective.Twenty provinces were in non-DEA effective.Conclusion:In the economically developed eastern region of China,the resources of TCM medical institutions have a higher degree of geographic distribution and a lower degree of population distribution.The geographical accessibility of TCM medical institutions in the economically backward central and western regions is poor.There is still room for improvement in resource allocation efficiency of TCM medical institutions.Resources input should be adjusted to local conditions,appropriate investment scale should be determined,advanced management concepts should be introduced,management level of TCM medical institutions should be improved,and effective utilization of resources should be promoted.
