中部地区城市群服务业高质量发展评价研究

摘　　要：高质量发展是全面建设社会主义现代化国家的首要任务,服务业发展水平是衡量现代经济发达程度的重要标志。借鉴现有服务业高质量发展评价研究成果,构建中部地区城市群服务业高质量发展评价指标体系,包括规模实力、结构效能、支撑能力等3个一级指标,服务业增加值、现代服务业占比、研发经费投入强度等14个二级指标,实证研究表明,中部地区城市群服务业高质量发展水平综合评价得分均值由高到低依次为:长株潭城市群、武汉都市圈、郑州都市圈、合肥都市圈、大南昌都市圈和山西中部城市群。立足新发展阶段,要在产业升级、创新赋能、空间拓展、低碳转型和政府引导等方面下功夫,着力提升城市群服务业高质量发展的融合度、原动力、开放度、绿色度和协调性,加快推进中部地区城市群服务业高质量发展,开创新时代中部地区崛起新局面。High-quality development is the primary task of building a socialist modern country in an all-round way,and the level of service industry development is an important symbol to measure the degree of modern economic development.Drawing lessons from the existing research results of the evaluation of high-quality development of service industry,this paper constructs an evaluation index system of high-quality development of service industry in urban agglomerations in the central region,including three first-level indicators of scale strength,structural efficiency and supporting capacity,and 14 second-level indicators such as added value of service industry,proportion of modern service industry,investment intensity of R&D funds and so on.The empirical study shows that the comprehensive evaluation scores of the service industry development level of the central urban agglomeration from high to low are as follows:Changsha-Zhuzhou-Xiangtan urban agglomeration,Wuhan metropolitan area,Zhengzhou metropolitan area,Hefei metropolitan area,Greater Nanchang metropolitan area and Shanxi central urban agglomeration.Based on the new stage of development,efforts should be made in industrial upgrading,innovation and empowerment,space expansion,low-carbon transformation and government guidance,so as to enhance the integration,motive force,openness,greenness and coordination of high-quality development of service industry in urban agglomerations,accelerate the high-quality development of service industry in urban agglomerations in the central region,and create a new situation for the rise of the central region in the new era.
