摘 要:航海教育担负着培养航海人才的历史使命和责任。通过对国内航海人才培养院校的设置、招生规模、航海类毕业生参与适任证书考试通过率、船员供需数据等方面进行客观分析对比,针对目前海员职业吸引力下降、船上实习条件受限、教学模式陈旧以及应对船舶智能化的航海人才培养等方面所面临的困难、矛盾及挑战,提出通过加强顶层政策设计、调整考培发制度、深化航海院校内部教育教学改革、改革航海人才培养模式、建立新型船员劳动关系等路径,提高航海人才的培养质量,提升船员职业的荣誉感,促进航海教育高质量发展,实现航海教育从大国向强国转变。Nautical education bears the historical mission and responsibility of cultivating nautical talents.Objective analysis and comparison are made from the aspects of domestic nautical talents cultivation institutions’setting,the scale of enrollment,the pass rate of nautical graduates participating in the examination for certificate of competency,and crew supply and demand data,and focus is given on current seafarers career attractiveness decline,limited shipboard internship conditions,old teaching mode and the difficulties,contradictions and challenges of nautical talents cultivation in dealing with ship intelligence.Paths are put forward by strengthening top-level policy design,adjustment of the examination,training,and certification systems,deepening the internal education and teaching of nautical colleges,reforming nautical talents’cultivation mode,and establishing a new type of seafarers’labor relations,to improve the quality of nautical talents cultivation,enhance the sense of honor of the seafarers’profession,promote the high-quality development of nautical education,and realize the transformation of nautical education from a big country to a powerful one.
