摘　　要：在人大监督日益加强的新时代,地方人大执法检查权行使却存在着主体地位弱化、对象认识不足、程序监督缺失等问题,制约了法律法规的具体实施。为进一步强化地方人大执法检查权的行使,应理顺人大与“一府一委两院”的关系,优化人员构成并成立专门机构,夯实执法检查组织基础;创新运用检查方式、完善细化检查规范、提升报告质量,以提升执法检查实效;从构建评估制度、建立跟踪机制、拓宽公开渠道等入手,完善执法检查的监督。In the new era,the supervision of the people’s congress increases continuously,yet there exist some problems in the law enforcement inspection power of the local people’s congress,for example,the weakening of the main status,the lack of understanding the object,and the lack of procedural supervision etc.,which restrict the specific implementation of laws and regulations.In order to further strengthen the exercise of law enforcement inspection power of local people’s congress,it is necessary to rationalize the relationship between the people’s congress and the“one government,one commission,and two chambers”,optimize the composition of personnel,and set up specialized agencies to consolidate the foundation of law enforcement inspection organization.It is also necessary to innovate the use of inspection methods,improve the detailed inspection standards,and improve the quality of the reports to improve the effectiveness of law enforcement inspections.We can improve the supervision of law enforcement inspection through constructing the evaluation system,establishing the tracking mechanism,and broadening the public channels,so that the exercise of law enforcement inspection power can become an effective means for the supervision of the people’s congress.
