高校“圈子文化”禁而不绝问题治理对策研究

摘　　要：高校“圈子文化”严重腐蚀了高校的政治生态。高校“圈子文化”具有圈子成员基本固定、校内重要人物掌握话语权、以占有资源获得利益、圈内“规矩”量化四个方面的基本特征。反腐倡廉的实践表明,高校“圈子文化”禁而不绝,容易诱发腐败,产生大案窝案,并在高校产生扩散效应,导致带坏校园风气,扭曲师生价值观。防治高校“圈子文化”对策建议:加强政治引领,提高党性修养;优化权力结构,破除圈子形成基础;倡树校园新风,肃清封建文化流毒;紧盯“关键少数”,完善选贤纳才机制;优化高校政治生态,形成监管合力。The“circle culture”has seriously corroded the political ecology of the universities.The circle culture in universities has four basic characteristics:the members of the circle are basically fixed,the important people in the university possess the right of speech,the circles try to gain benefits by occupying resources,and the“rules”in the circle are quantified.The practice of anti-corruption and advocating integrity shows that,if the“circle culture”in universities can’t be prohibited,it is easy to induce corruption and produce major cases,and have a diffusion effect in universities,leading to a bad campus atmosphere and distorting the values of teachers and students.The following countermeasures are suggested to prevent the“circle culture”in universities:strengthen the political guidance and improve the party spirit;optimize the structure of power and break the foundation of circle formation;advocate the new atmosphere in the campus and eliminate the poison of feudal culture;pay close attention to“the key minority”,improve the mechanism for selecting talents,and optimize the political ecology of universities so as to form the joint force for the supervision.
