摘　　要：服务型政府建设本质是实现社会公共治理转型,推进社会管理与公共服务职能建设,因此社会管理和公共服务标准化建设工作应放到首位。本文主要从社会管理和公共服务标准化试点建设工作的重要意义、建设目标、建设主体内容和试点建设工作建议几个方面进行介绍和分析,指出了试点承担单位在试点建设期应履行的具体工作安排和工作任务。Service-oriented government construction aims to realize social public governance transition and promotes the construction of social administration and public service function,so social administration and public service standardization construction comes to the first place.The paper gives out instruction and analysis to significance,construction object,construction subject contents and suggestion on pilot construction of social administration and public service comprehensive standardization.Meantime,the specific arrangements and tasks in construction period that undertakers should do are pointed out in the paper.
