摘 要:利用卫星影像监测“两违”行为,具有覆盖范围广、监测频率高、成本低、受限制条件少等优势,随着卫星影像空间、时间分辨率的逐渐提高,使月度亚米级卫星影像在“两违”监测中的应用成为可能。该文充分应用高分辨率月度卫片数据,分析了自然资源疑似“两违”图斑特征,并借助数据获取、智能解译、图斑复核和管理应用等流程设计与影像智能解译算法技术研究,形成了基于高分辨率月度卫片的“两违”智能动态监测方案。结合笔者参与的黄埔区新增建设用地和汕尾市新增鱼塘动态监测进行了实践,结果表明:该方案能够有效提高“两违”监测的时效性和精准性,为“两违”监测提供数据和技术支撑。The use of satellite images to monitor the behavior of"two violations"has the advantages of wide coverage,high monitoring frequency,low cost and few restrictive conditions,and with the gradual improvement of the spatial and temporal resolution of satellite images,the application of monthly submeter-level satellite images in the monitoring of"two violations"becomes possible.This paper makes full use of high-resolution monthly satellite film data to analyze the characteristics of the suspected patches of"two violations"in natural resources,and forms an intelligent dynamic monitoring scheme for"two violations"based on high-resolution monthly satellite films with the help of the process design and technical research on intelligent image interpretation algorithms of data acquisition,intelligent interpretation,patch review and management application.Combined with the new construction land in Huangpu District and the dynamic monitoring of new fish ponds in Shanwei City that the author participated in,practice is carried out.The results show that the scheme can effectively improve the timeliness and accuracy of the monitoring of"two violations",and provide data and technical support for the monitoring of"two violations".
