俄罗斯加入巴黎俱乐部的收益与代价分析

摘　　要：巴黎俱乐部是西方发达国家主导的官方债权人非正式组织,专门为债务国和债权国提供债务安排,是解决国际经济政治问题和主权债务的重要谈判机构。俄罗斯为解决苏联遗留的债务和债权问题以及自身债务,也为提高本国的国际影响力,自独立之初就争取加入巴黎俱乐部,并于1997年正式加入。此后,俄罗斯得以利用巴黎俱乐部规则厘清各种债务关系,在不到十年的时间里基本解决了债务问题,提高了国家信用,为吸引外资、融入全球化、推动经济社会发展创造了条件。同时,由于美西方减免债务有严格条件,如必须按国际货币基金组织要求进行国内结构性改革、降低军费、避免与北约竞争等,俄罗斯为加入巴黎俱乐部在政治经济和安全外交等方面付出了沉重代价,影响深远。The Paris Club is an informal organization of official creditors led by Western developed countries,specializing in providing debt arrangements for debtor and creditor countries,which is an important negotiating body for resolving international economic and political issues and sovereign debt.Russia had been striving to join the Paris Club since its independence to solve the debt and debt problems left over by the Soviet Union,as well as its own debts,and to enhance its international influence,officially joining in 1997.Afterwards,Russia was able to use the Paris Club rules to clarify various debt relationships,basically solving the debt problems in less than a decade,improving national credit,and creating conditions for attracting foreign investment,integrating into globalization,and promoting economic and social development.At the same time,due to strict conditions for debt relief in the United States and the West,such as the need to carry out domestic structural reforms in accordance with the requirements of the International Monetary Fund,reduce military spending,and avoid competition with NATO,Russia had paid a heavy price for joining the Paris Club in terms of politics,economy,security,diplomacy,and other aspects,with a profound impact.
