华东地区高技术产业集聚、技术创新与绿色发展效率的关系——基于PVAR模型的实证研究

摘　　要：基于华东地区省级面板数据,运用PVAR模型探究区域内高技术产业集聚、技术创新和绿色发展效率三者之间的关系。结果表明,技术创新对另外两个变量的影响多为正向作用;环境规制门槛设置应综合地区发展水平,过高则不利于区域内产业相关技术创新以及空间集聚。最后,根据结论提出相应的建议,即环境规制应该因地制宜合理实施;重视发展高技术产业,加大对技术创新的研发资金及人员的投入;设立高技术产业园区,在基础设施、政策服务等方面提供便利,加速形成聚集群;加强技术创新推动当地产业结构转型,赋予经济发展新动能。同时,华东地区作为我国高校最密集的地区之一,应该搭建产学研合作平台,使之成为地区技术创新的中坚力量。Based on provincial-level panel data in East China,the PVAR model is used to explore the relationship between high-tech industry agglomeration,technological innovation,and green development efficiency within the region.The results indicate that the impact of technological innovation on the other two variables is mostly positive;the setting of environmental regulation thresholds should take into account the level of regional development.If it is too high,it is not conducive to industrial related technological innovation and spatial agglomeration within the region.Finally,propose corresponding suggestions based on the conclusions.Firstly,environmental regulations should be implemented reasonably according to local conditions;Emphasize the development of high-tech industries and increase investment in research and development funds and personnel for technological innovation;establish high-tech industrial parks to provide convenience in infrastructure,policy services,and accelerate the formation of clusters;strengthen technological innovation to promote the transformation of local industrial structure and give new impetus to economic development.At the same time,as one of the most densely populated regions of universities in China,the East China region should establish a platform for industry university research cooperation to become the backbone of regional technological innovation.
