摘  要:取用水监督管理是保障水资源有效利用和保护的关键环节。取水口是取用水的必经通道和把口环节,其管理状况直接影响着水资源的合理分配、监测计量、节约利用和生态保障等方面。因此,开展取水口规范化管理对于落实水资源刚性约束制度,切实做好取用水管理,提升水资源管理能力起着至关重要的地位。取水口规范化管理涉及到取水许可审批、计量设施安装、水资源费征收等不同管理过程,开展取水口规范化管理进行评价,需要进行多维度综合评估。文章基于层次分析法和灰色模糊评价模型,构建了一个具有层次结构和灰色模糊关联度的评价模型,采用专家打分,矩阵计算等对取水口规范化管理进行评价。通过对实际案例的分析,文章所提方法能有效地评估取水口的规范化管理水平,为水行政主管部门在取水口管理和保护方面提供有价值的参考。同时,该方法具有较强的适应性和扩展性,可应用于其他资源管理评价领域。Supervision and management of water intake is a key link in ensuring the effective utilization and protection of water resources.The water intake is a necessary channel and control link for water i ntake,and its management status directly affects the rational allocation,monitoring and measurement,conservation and utilization,and ecological protection of water resources.Therefore,evaluating the standardized management of water intakes requires considering multiple factors and conducting a comprehensive evaluation.This paper evaluates the standardized management of water intake based on Ana lytic Hierarchy Process and Grey Fuzzy Evaluation Model.The paper mentions two methods:Analytic Hierarchy Process and Grey Fuzzy Evaluation Model.Analytic Hierarchy Process(AHP)is a multi criteria decision analysis method,which can deal with the comprehensive evaluation of qualitative and quantitative indicators.The grey fuzzy evaluation model is an evaluation method based on a combination of grey theory and fuzzy theory,which can handle evaluation problems with incomplete data and uncertain information.This paper combines two methods to construct an evaluation model with hierarchical structure and grey fuzzy correlation degree.Through the analysis of actual cases,the proposed method can effectively evaluate the standardized management level of water intake,providing valuable reference for decision-makers in water intake management and protection.At the same time,this method has strong adaptability and scalability,and can be applied to other resource management evaluation fields.
