摘　　要：新型举国体制是“国之利器”,是新时代社会主义集中力量办大事显著优势的重要体现。党的二十大明确要求健全新型举国体制。健全新型举国体制首当其冲的是正确把握它的隐含前提,即笃定的共同意愿、合理的目标体系和强大的国家能力。这三者是新型举国体制实践合力效应、乘数效应和杠杆效应的产生源泉。它们分别表现为党的主张、人民意愿、国家意志的统一,总体性目标与部门性目标、阶段性目标的统一,以及一般性国家能力与特殊性国家能力的统一。脱贫攻坚是新型举国体制实践的生动写照,它的巨大成功充分印证了意愿、目标与能力三大前提之于新型举国体制实践的不可或缺性。The new nationwide system is a most efficient mechanism of China,and an important manifestation of the significant advantage of socialism in the new era of centralizing power to do great things.The 20th National Congress of the CPC has explicitly called for the improvement of the new nationwide system.The first and foremost thing is to correctly grasp the implied preconditions,that is,a firm common will,a reasonable goal-based system,and a strong state capacity.These three are the source of the resultant effects,multiplier effects and leverage effects of the new nationwide system.They are the unification of the Party s proposition,the people s will and the state s will,the integration of the overall goal with the sectoral goal and the periodic goal,and the unification of the general state capacity with the special state capacity,respectively.The program of poverty-eradication is a vivid reflection of the practice of the new nationwide system.Its great success fully confirms the indispensability of the three preconditions of will,goal,and capacity closely related to the practice of the new nationwide system.
