中国高校科技产出绩效评测及影响因素研究

摘　　要：高校科技产出是“双一流”建设的重中之重,而科技产出的管理和激励需要依靠科学的评价机制。构建高校科技产出绩效测评指标体系,采用费歇尔函数方法测度中国高校科研绩效水平,进一步采用回归模型研究高校科研绩效的影响因素。研究结果表明:2001—2020年全国高校科技产出经济绩效和学术绩效水平不断提高,其中,科技产出的学术绩效和经济绩效分别平均每年增长6.89%和9.45%;高校R&D经费占教育GDP的比率、高校科技人才贡献拉动率和高校在校生规模扩张率是高校科技产出绩效的主要影响因素;高校科技人才贡献拉动率、高校开展产学研合作、获得国家科技奖励与高校科技产出学术绩效显著正相关,高校R&D经费占教育GDP的比率、国外三大检索工具收录率与高校在校生规模扩张率的增加能够正向提升高校科技产出经济绩效。基于研究结论,提出政策建议:加大高校科技研发投入力度,重视提升科技成果转化水平;优化高校科研队伍结构,发挥高级职称教师科研优势;改进科研评价导向,突出标志性成果评价。The scientific and technological output of colleges and universities is the top priority of the construction of"Double First-Class",and the management and incentive of scientific and technological output need to rely on scientific evaluation mechanism.In this context,this study builds a performance evaluation index system of university scientific and technological output,uses Fisher function method to measure the level of scientific research performance of Chinese universities,and further applies regression model to explore the influencing factors of university scientific research performance.The results show that from 2001 to 2020,the economic performance and academic performance of the scientific and technological output of colleges and universities across the country have been continuously improved,among which the academic performance and economic performance of scientific and technological output have increased by 6.89%and 9.45%on average annually.The ratio of R&D expenditure to education GDP,the pulling rate of the contribution made by the university scientific and technological talents and the scale expansion rate of university students in colleges and universities are the main factors affecting the performance of scientific and technological output in colleges and universities.The pulling rate of the contribution made by the university scientific and technological talents,the cooperation between universities and colleges,and the acquisition of national scientific and technological awards are significantly and positively related to the academic performance of university scientific and technological output.The ratio of university R&D funds to education GDP,the inclusion rate of the three major foreign retrieval tools and the scale expansion rate of university students can positively improve the economic performance of university scientific and technological output.Based on the research conclusions,the paper puts forward the following policy recommendations:increasing the investment in scientific and technolo
