成渝地区双城经济圈生态文明建设与新型城镇化协调发展研究

摘　　要：生态文明建设与新型城镇化战略相互关联、彼此促进、融合共生。通过构建生态文明建设与新型城镇化的评价指标体系,利用全局熵值法、耦合协调模型和相对发展模型,分析成渝地区双城经济圈2011—2019年16个城市生态文明建设与新型城镇化耦合协调关系。结果表明:成渝地区双城经济圈生态文明建设与新型城镇化水平均呈现上升趋势,成都、绵阳和重庆等生态文明建设水平高的城市往往新型城镇化水平也相对较高;成渝地区双城经济圈生态文明建设与新型城镇化耦合协调发展的整体水平偏低但上升趋势明显,各城市生态文明建设与新型城镇化的协调发展水平存在异质性;成渝地区双城经济圈生态文明建设水平较新型城镇化发展水平相对滞后,90%以上的城市属于领先型地区,且处于良好协调阶段的成都、重庆和绵阳与其邻近城市有较大差距,亟待发挥带动作用。The construction of ecological civilization and the new urbanization strategy are interrelated,mutual⁃ly promoted and integrated/symbiotic.By constructing an evaluation index system for ecological civilization construc⁃tion and new urbanization,and using the overall entropy method,coupling coordination model and relative develop⁃ment model,this paper analyzes the coupling coordination relationship between the ecological civilization construc⁃tion and new urbanization in 16 cities of the Chengdu-Chongqing Twin-City Economic Circle from 2011 to 2019.The results show that:The ecological civilization construction and new urbanization level of the Chengdu-Chongq⁃ing Twin-City Economic Circle both shows an upward trend,and cities with high levels of ecological civilization con⁃struction such as Chengdu,Mianyang and Chongqing tend to have relatively high urbanization levels;the overall lev⁃el of coupling coordinated development between ecological civilization construction and new urbanization in the Chengdu-Chongqing Twin-City Economic Circle is relatively low,but the upward trend is obvious,and the coordi⁃nated development level of all cities is heterogeneous;the ecological civilization construction level of the Chengdu�Chongqing Twin-City Economic Circle is relatively lagging behind the new urbanization development level,more than 90%of the cities belong to the leading area,and Chengdu,Chongqing and Mianyang in the well-coordinated stage have a big gap with their neighboring cities,so it is urgent to play a leading role.
