摘 要:作为人口大国,中国长期保持粮食供需基本平衡可谓是一个举世瞩目的成就。除农业科学技术进步的因素以外,中国粮食政策的正确制定和实施也极为关键。文章讨论了中国重要粮食政策的影响机制、存在问题以及对策建议。从粮食最低收购价政策、全面取消农业税和粮食直接补贴政策3个典型案例出发,通过经济学理论模型分析技术阐释这些政策,以期为政策的进一步开展提供相应的理论依据和技术指导。文章认为,三大粮食政策具有很强的目标性和互补性,三者结合打出的“组合拳”将更加有利于筑牢中国粮食安全的“压舱石”。As the most populous developing country in the world,China's long-term maintenance of the basic balance between food supply and demand is a remarkable achievement.In addition to the progress of agricultural science and technology,the correct formulation and implementation of China's food policy is also crucial.This paper discussed the influence mechanism,existing problems,and countermeasures of China's important food policy.Starting from the three typical cases of crops'minimum purchase prices,complete abolition of the agricultural tax,and direct grain subsidy,these policies were explained through economic theory analysis techniques,to provide corresponding theoretical basis and technical guidance for the further development of the policies.This paper believed that the three major food policies were highly targeted and complementary and the combination of the three would be more conducive to building the"ballast stone"of China's food security.
