省级粮食储备管理模式及财政政策分析——以湖南省为例

摘　　要：粮食安全是国家总体安全的基础,粮食安全的第一层保障可以说是储备粮食安全。湖南是农业大省,也是中国重要的粮食主产区之一。目前,湖南省省级储备粮管理模式存在承储企业分散、管理体制不顺、政策性经营与商业经营未分离等问题。文章阐述了湖南省省级储备粮财政补贴现状,分析了储备集中管理模式的必然性,以及储备粮补贴财政兜底方式存在的弊端。最后提出有序推进集中承储、完善省储粮轮换补贴机制、进一步强化公开交易等政策建议。Food security is the foundation of national security,and the first layer of food security is food reserve security.Hunan is a major agricultural province and one of the major grain producing areas in China.At present,the existing management mode of provincial grain reserve in Hunan Province had some problems,such as scattered storage enterprises,bad management system,policy-based management and commercial management.This paper expounded the present situation of provincial reserve grain financial subsidy in Hunan Province,analyzed the inevitability of the centralized reserve management model,and the drawbacks of the financial backstop model of reserve grain subsidy.Finally,it put forward policy suggestions such as orderly promotion of centralized storage,improvement of provincial grain storage rotation subsidy mechanism,and further strengthening of open trading.
