摘　　要：针对PMC管理模式下项目风险评价缺乏阶段性考量的问题,提出一种模糊综合层次分析方法,建立PMC总承包商招标风险评价指标体系,构建模糊判断矩阵赋予各风险指标权重,并完成风险因素重要性等级的排序。通过将风险评价指标体系应用于实际项目管理中,筛选出“合同文件编制不规范”“EPC承包商资质不符要求”和“设计投资控制风险”3项重要风险,并提出具有针对性的风险管理建议。In view of the lack of periodic consideration of project risk evaluation under PMC management mode,this paper proposes a fuzzy comprehensive analytic hierarchy process,establishes the PMC general contractor bidding risk evaluation index system,constructs a fuzzy judgment matrix to give weight to each risk index,and completes the ranking of the importance level of risk factors.By applying the risk evaluation index system to the actual project management,three important risks,namely,"non-standard preparation of contract documents""EPC contractor's qualification does not meet the requirements"and"design investment control risk",are screened out,and targeted risk management suggestions are put forward.
