摘  要:养老服务的高质量发展,是促进社会公平正义、提升老年人生活品质的必然要求,更是实现共同富裕的重要路径和应有之义。以浙江为例,从责任主体、覆盖对象、形式与内容、效果评估等方面来看,现阶段我国养老服务仍存在主体责任边界模糊、财政支出效率较低、服务内容全面性不足、服务区域发展不均衡、服务标准化程度较低、监管制度不健全等问题。对此,应当厘清服务主体责任边界,明确财政支出优先顺序,丰富养老服务形式与内容,促进养老服务均衡发展,加强养老服务标准化建设,健全养老服务监管制度,进一步促进共同富裕。The high-quality development of elderly care service is an inevitable requirement for promoting social equity and justice,and improving the life quality of the elderly.It is also an important way to achieve common prosperity.Taking Zhejiang as an example,from the perspectives of responsible subjects,coverage objects,form and content,and evaluation of the effectiveness of elderly care service,there are still problems in China's elderly care services at present stage,such as vague responsibility boundary,low efficiency of financial expenditure,insufficient comprehensiveness of service content,unbalanced development of service areas,low standardization of service,and imperfect supervision system.To further promote common prosperity,it is necessary to clarify the responsibility boundary of service subjects and the prior order of financial expenditure,enrich the form and content of elderly care service,promote regionally balanced development of elderly care service,strengthen the standardization and improve regulatory system.
