国内先进城市乡村建设与发展经验及其对广州推进“百千万工程”的启示

摘　　要：广东省委省政府聚焦城乡高质量发展短板弱项,着力破解城乡发展不平衡不充分等问题,突破中国式现代化城乡二元结构困局,推动广东省“百千万工程”深入实施。基于乡村产业、农民增收、公共服务体系、人居环境、要素资源配置、乡村治理六个维度,本文选取上海、杭州、成都、重庆、湖州等国内先进城市,对其促进乡村建设与发展政策举措进行梳理分析,并从促进产业融合、构建利益联结机制、推动城乡公共服务体系均衡发展、建设和美乡村、建强要素保障机制、优化社会治理等角度提出了促进广州“百千万工程”发展的建议。The CPC Guangdong Provincial Committee and the People's Government of Guangdong Province focus on the weaknesses of high-quality urban and rural development,strive to solve problems such as unbalanced and inadequate urban and rural development,break through the dilemma of urban-rural dual structure of Chinese path to modernization,and promote the in-depth implementation of the“Ten Million Project”in Guangdong Province.Based on the six dimensions of rural industry,farmers'income increase,public service system,living environment,factor resource allocation,and rural governance,this article selects advanced domestic cities such as Shanghai,Hangzhou,Chengdu,Chongqing,and Huzhou to conduct a comprehensive analysis of their policies and measures to promote rural construction and development.From promoting industrial integration,constructing interest linkage mechanisms,promoting balanced development of urban-rural public service systems,and building harmonious and beautiful rural areas Suggestions have been put forward to promote the development of Guangzhou's“Ten Million Project”from the perspectives of strengthening the factor guarantee mechanism and optimizing social governance.
