摘 要:现行的铁路建设项目评价指标难以适应铁路发展需要,亟需构建铁路建设项目综合评价指标体系。运用综合评价相关理论,在文献分析、案例研究和专家座谈基础上,结合国情和铁路发展阶段,从经济效益、社会效益和环境效益3个维度,构建铁路建设项目综合评价指标体系,包括3个一级指标、8个二级指标和18个三级指标。将铁路建设项目综合效益划分为内部效益和外部效益,建立铁路建设项目综合评价集合,运用层次分析法和模糊综合评价法,评价铁路建设项目外部效益。铁路建设项目综合评价结果划分为“优秀”“良好”“较好”“一般”“谨慎”5个等级,为铁路建设项目立项决策提供依据。期望经过业界深化研究和实践,逐步形成规范化、制度化的中国铁路建设项目综合评价体系和方法。As the current evaluation indicators for railway construction projects can no longer meet the needs of railway development,it is urgent to build a comprehensive evaluation indicator system for railway construction projects.Based on relevant theories of comprehensive evaluation,literature analysis,case studies and expert discussions,and in combination with China’s national conditions and the railway development stage,this paper constructed a comprehensive evaluation index system for railway construction projects from the three dimensions of economic benefits,social benefits and environmental benefits,including three first level indicators,eight second level indicators and 18 third level indicators.The comprehensive evaluation set of railway construction projects was established by dividing comprehensive benefits of railway construction projects into internal benefits and external benefits.The external benefits of railway construction projects were evaluated by using analytic hierarchy process and fuzzy comprehensive evaluation method.The comprehensive evaluation results of railway construction projects were divided into five grades,namely,“excellent”,“good”,“relatively good”,“average”,and“cautious”,which provide the basis for the decision-making of railway construction projects.It is expected that a standardized and institutionalized comprehensive evaluation system and method for railway construction projects in China will gradually take shape through in-depth research and practice.
