摘　　要：文章从乡村社区资本视角,厘清大湘西地区资本赋能乡村振兴战略实施的基本思路,提出“瞻前—理本—顾后”的规划实践路径,兼顾民生基础与振兴提升两个层次,涵盖资源评估、资产整合和资本运营全过程,识别乡村社区资本,重塑乡村社区价值,赋能乡村振兴实施。文章以大湘西地区张家界市桑植县厂湾村实践为例,分析其乡村社区资本赋能乡村振兴的探索过程与应用经验,首先将挖掘资本价值纳入规划前期调研,其次以空间管控、存量盘活和微量新增作为规划中期编制重点,最后将愿景实现植入规划后期实施中。该实践案例的基础始终是以村民为主体的共同缔造。From the perspective of rural community capital,this article clarifies the fundamental ideas for implementing the strategy of capital empowerment to promote rural revitalization in the western Hunan region.It proposes a planning practice path of looking forward-managing basic principle-concerning the future,while taking into account the foundation of people's livelihood and the promotion of revitalization.The path covers the entire process of resource evaluation,asset integration,and capital operation to identify rural community capital,reshape the value of rural communities,and empower the implementation of rural revitalization.The article highlights Changwan Village of Sangzhi County in the western Hunan region as a practical case to illustrate the path's exploration and application.The study incorporates the value of mining capital into the early research of the planning,focuses on space control,inventory revitalization,and micro-increase in the mid-planning preparation.It finally embeds the vision into the later implementation of the planning.The foundation of this practical case has always been based on the joint creation of the villagers as the main body.
