“三治融合”中治理共同体实现机制及成效探究——基于安徽省S市的调查值

摘　　要：“三治融合”将自治、法治、德治结合起来实现乡村社会有效治理,对实现各治理主体在乡村治理中发挥治理能动性具有重要作用。本文以安徽省S市为研究样本,总结“三治融合”乡村治理体系的实践逻辑与内在机理,发现该市通过创新发展集体经济,以集体经济为纽带赋能各类村级组织,通过村规民约和多元主体耦合,实现三治的有机融合,形成了乡村治理共同体。为了探究“三治融合”治理模式的治理成效,运用二元逻辑回归分析方法实证分析了村民对“三治融合”治理模式的满意度及其影响因素。结果发现,“三治融合”治理模式满足了村民的治理需求,应继续强化自治机制,优化法治环境,提升德治水平。“Integration of three governance”achieves effective governance of rural society by integrating selfgovernance,law governance and moral governance,which plays an important role in realizing the dynamic and cooperative governance for the governance individuality in the rural governance.Taking city S in Anhui Province as a research sample,we summarize the practical logic and internal mechanism of rural governance system“integration of three governance”,and find that the city innovatively develops the collective economy and empowers various village organizations with the collective economy as a link,it achieves the organic integration of three governance by the village rules and the collaboration of multiple subjects,forming the community of rural governance.In order to investigate the effectiveness of the“integration of three governance”governance mode,a binary logistic regression analysis is used to empirically analyze the villagers’satisfaction with“integration of three governance”governance mode and its influencing factors.The results show that“integration of three governance”governance mode has met the villagers’governance needs,it should continue to strengthen the self-governance mechanism,optimize the environment of law governance and improve the level of moral governance.
