摘　　要：“双一流”建设需要高校更加突出培养一流人才和服务国家战略需求的导向。培养服务乡村全面振兴的国家急需卓越农村公共管理人才,需要涉农高校明晰人才培养质量保障体系的基本内涵与构建路径。基于“双一流”建设背景,聚焦“五优五强”人才培养目标,依据普通高等学校公共管理类教学质量国家标准,从培养规格、课程体系、教学规范、师资队伍、教学条件、教学效果等六大教学质量标准体系,投入、组织、控制、动态等四大保障系统,阐释涉农高校公共管理类人才培养质量保障体系的基本内涵、构成要素及构建路径,以期推动涉农高校更好地培养服务乡村全面振兴和农业农村现代化的卓越农村公共管理人才。The"double first-class"construction requires universities to emphasize the orientation of cultivating first-class talents and serving national strategic needs.To cultivate excellent rural public administration talents to serve the comprehensive revitalization of the countryside,it is necessary to clarify the basic connotation and construction path of the quality assurance system for talent training in agriculture universities.Based on the background of"double first-class"construction,focusing on the goal of"five excellent qualities,five powerful abilities"talents cultivation,and based on the national standards of public administration teaching quality in colleges and universities,this paper explains the basic connotation,constituent elements and construction path of the quality assurance system of public administration talents cultivation in agriculture universities from the six teaching quality standard systems,including cultivation specification,curriculum system,teaching standard,teaching team,teaching condition and teaching effect,and four guarantee systems,including input,organization,control and dynamics,so as to promote agriculture universities to better cultivate excellent rural public administration talents to serve the comprehensive revitalization of rural areas and agricultural and rural modernization.
