保障农村住房质量安全:建房主体重要吗?——基于全国4568个农户的经验证据

摘　　要：农村住房质量安全是保障农村居民安居乐业的基本要求,全国多地为保障农村住房质量安全推出了加强农村建房主体管理的举措,而农村建房主体在保障农村住房质量安全的作用仍尚未形成定论。基于2022年中国31个省(市、自治区)4568个农户的微观调查数据,实证分析农村建房主体对农村住房质量安全的影响。研究结果表明,农村建房主体的专业化程度越高,农户对农村住房质量安全的评价越高,其住房满意度也越高。此外,提高住房安全质量对于农村建房主体在建造建筑结构相对简单房屋时的作用更大。因此,应当加强农村建房主体的培训与管理,积极探索农村建筑工匠资质管理制度,引导农村居民选择规范、有资质的农村建房主体,并注重施工全程的监管,以减少住房质量安全隐患、保障农村居民住房质量安全。The quality and safety of rural housing is a basic requirement to ensure rural residents live and work in peace and happiness,and many places across the country have launched initiatives to strengthen the management of rural housing construction subjects to ensure the quality and safety of rural housing,while the role of rural housing construction subjects in ensuring the quality and safety of rural housing has actually not yet formed a definite conclusion.This paper empirically analyzes the impact of rural housing construction subjects on rural housing quality and safety based on micro-survey data of 4568 rural households in 31 provinces(City,districts)in China in 2022.The results show that the higher the degree of specialization of rural housing construction subjects,the higher the farmers’evaluation of rural housing quality and safety,and the higher their housing satisfaction.In addition,the rural housing construction main body has a greater role in improving housing safety quality when building houses with relatively simple construction structures.Therefore,the training and management of rural housing construction subjects should be strengthened,and the qualification management system of rural construction craftsmen should be explored.Rural residents should be guided to choose standardized and qualified rural housing construction subjects,and should pay attention to the supervision of the whole construction process,in order to reduce the hidden dangers of housing quality and safety and guarantee the housing quality and safety of rural residents.
