我国应急物资储备及体系建设研究

摘　　要：2020年新春伊始,新冠疫情的爆发打破了人类的正常生活,对社会经济的发展造成一定冲击。应急保障物资储备能力是应急保障体系建设的重要部分,应急物资的合理储备则是体现一个国家应急能力的重要内容。本文分析了当前我国应急物资储备的现状及特点,对近年来重大突发事件应急物资储备管理中的法律体系、管理机制、物流及信息共享等方面存在的不足进行探讨,并提出了完善应急物资保障法律体系、制定应急物资储备管理计划、提高应急物资调用效率、建立应急物资信息平台等对策,旨在通过完善应急物资管理体系,有效提高我国的应急管理能力。At the beginning of the new year of 2020,the outbreak of the epidemic hit the development of the society and economy.Emergency protection supplies reserve capacity is an important part of the establishment of emergency protection systems.Reasonable reserves of emergency supplies are an important content of the emergency response capability of a country.This paper analyses the current situation and characteristics of China's emergency supplies reserves,discusses deficiencies of the legal systems,management mechanisms,logistics and information sharing.etc.,.in the management of emergency supplies reserves in recent years,and puts forward countermeasures,such as improving the legal system of emergency supplies guarantee,formulating management plans of emergency supplies reserves,improving the efficiency of the use of emergency supplies,establishing information platforms of emergency supplies,etc.aiming at efectively improving China's emergency management capability by improving the emergency supplies management systems.
