技术性贸易壁垒对出口产品质量的追随效应分析——来自中国出口企业的经验证据  

Analysis of the Follower Effect of Technical Barriers to Trade on the Quality of Exports——Empirical Evidence from Chinese Exporters

摘　　要：虽然技术性壁垒具有歧视性和隐蔽性特点,但WTO的部分成员国仍频繁运用“技术性壁垒”限制其他成员国的产品出口,对出口国产品质量产生较大影响。本文以中国出口企业为实证样本,基于异质性企业模型构建了“先行者-追随者”模型,对出口先行者影响追随者产品质量的逻辑机制进行解释,采用Blinder-Oaxaca分解方法研究了先行者和追随者企业产品质量的差异及原因。研究发现:(1)“技术性壁垒”对企业出口产品质量产生了显著的负面作用;(2)通过区分出口企业的市场地位发现,“技术性壁垒”对先行者与追随者两类企业产生了差异化影响;(3)异质性分析结果显示,在受到外部“技术性壁垒”冲击后,向非OECD国家出口、高数量和高生产率的先行者更有利于追随者的产品质量提高,即存在追随者效应。Although technical barriers are discriminatory and hidden,some WTO members still frequently use"technical barriers"to restrict the export of products from other members,which has a greater impact on the quality of products in exporters.This paper takes Chinese export enterprises as empirical samples,constructs a"pioneer follower"model based on the heterogeneous enterprise model,explains the logical mechanism by which export pioneers influence the quality of the products of the followers,and adopts the Blinder-Oaxaca decomposition method to study the differences and reasons of the quality of the products of the pioneers and followers of enterprises.and the reasons for this.The study found that:1)"techmical barriers"have a significant negative effect on the quality of enterprises'exports;2)by distinguishing the market positions of exporting enterprises,it is found that"technical barriers"have differentiated impacts on the two types of enterprises,pioneers and followers,;3)the results of the heterogeneity analysis show that after being hit by extemal"technical barriers",the forerunners exporting to non-OECD countries,with high volumes and productivity of exports,are more favorable to the quality improvement of the products of the followers,ie.there is a follower effect.
