创新龙江背景下科技情报服务体系建设研究

摘　　要：当前,黑龙江省委、省政府高度重视科技创新工作,省第十三次党代会把“创新龙江建设”作为省委重大发展目标,为经济社会发展提质增效、优化升级提供了坚实的科技支撑。在此背景下,科技情报服务机构如何在“耳目、尖兵”的基础上重塑“参谋”角色,发挥助力作用,构建长期可靠、可持续、资源完善的科技情报服务体系,保障新形势下创新龙江建设的需求显得十分必要。因此,应提升科技情报服务在促进龙江科技创新方面的效能,使科技情报服务体系成为科技创新重要的组成部分,并在创新龙江建设中发挥重要的推动作用。At present,the Heilongjiang Provincial Party Committee and the Provincial Government attach great importance to scientific and technological innovation,The 13th Provincial Party Congress took the innovation of Longjiang construction as the major development goal of the provincial party committee,to improve the quality and efficiency of economic and social development,the optimization and upgrading provides solid technological support.In this context,how can science and technology information service institutions,on the basis of Ermu,Jianbing",reshape the role of"staff officer",play a supporting role,to build a long-term,reliable,sustainable and resource perfect scientific and technological information service system to ensure the demand for innovation and new development of Longjiang under the new situation,it is very necessary.Therefore,the effectiveness of science and technology information services in promoting Longjiang science and technology innovation should be enhanced,make the science and technology information service system an important part of science and technology services,and play an important role in promoting and guaranteeing the construction of innovative Longjiang.
