摘　　要：2022年,习近平主席创造性地提出全球安全倡议,体现了中国对于安全治理不断的探索与思考,是中国对国际社会应对安全挑战不懈努力的积极回应,展现了高举多边主义大旗的大国担当,引发了国内外学者对其核心要义、理论逻辑和实践影响等多方研究。在安全赤字、发展赤字直接威胁人类生存的今天,中国提出的全球安全倡议在总体国家安全观的理论框架下,内涵在逐渐演变、丰富发展。它广泛关注“全球”、强调具体领域安全,注重发展与安全的辩证关系,谋求发挥联合国在全球治理体系中的核心作用,主动构建全球安全倡议战略叙事体系,遵循国际安全合作的循序渐进与多变发展等特点,为破解全球治理难题提供了直指当前又面向未来的中国方案。In 2022,President Xi Jinping creatively put forward the Global Security Initiative(GSI).This reflects China's continuous exploration and reflection on security governance,is China's positive response to the international community's unremitting efforts to address security challenges,and demonstrates China's commitment to holding high the banner of multilateralism.It has prompted scholars at home and abroad to study its core essence,theoretical logic and practical implications.At a time when security deficits and development deficits directly threaten the survival of mankind,China's GSI has gradually evolved and enriched its connotation under the theoretical framework of a holistic approach to national security.It pays extensive attention to global affairs,emphasizes security in specific areas and focuses on the dialectical relations between development and security.It seeks to give full play to the central role of the United Nations in the global governance system,takes the initiative to build a strategic narrative system for GSI,and follows the characteristics of international security cooperation,such as gradual progress and changeable development,thus providing China with a straightforward and future-oriented proposal for solving the problems of global governance.
