购买阶段房屋建筑工程质量潜在缺陷保险多元主体演化博弈研究

摘　　要：为解决房屋建筑工程质量潜在缺陷保险(Inherent Defects Insurance)推行受阻的问题,对工程质量潜在缺陷保险及其运作模式进行分析,以利益相关者理论梳理出保险购买阶段的核心主体,重点分析购买阶段各主体利益诉求和相互影响关系。基于此,以政府视角构建出保险购买阶段主体间博弈模型,运用VensimPLE进行仿真模拟,改变政府补贴、保险费率、优惠系数等数值,分析对各方策略选择的影响程度。结果表明,政府给予建设单位、保险公司补贴及帮助宣传等鼓励行为对建设单位投保、保险公司改进保险都有极大推动作用;建设单位投保与保险公司改进间存在正向循环,有利于该保险的后续推广。验证结果具有科学性,为政府推行工程质量潜在保险提供了丰富信息。In order to solve the problem that the implementation of Inherent Defects Insurance is blocked,this paper analyzes the Inherent Defects Insurance(IDI)and its operation mode.Based on the stakeholder theory,the core subjects in different stages of insurance are carded out,and the interest demands and mutual influence relations of the subjects in the purchase stage are emphatically analyzed.Then,the game model of insurance purchase stage is built from the perspective of the government,and simulation using Vensim PLE is carried out to analyze the degree of influence on each side's strategy choice.The simulation considers variables like the value of government subsidy,insurance premium rate,preferential coefficient.The results show that the government's incentives such as subsidies and help propaganda to the construction units and insurance companies have greatly promoted the construction companies’insurance and insurance companies'improvement of insurance;There is a positive cycle between the construction unit's insurance and the insurance company's improvement,which is conducive to the subsequent promotion of the insurance.The verification results provide rich information for the government to promote the IDI.
