摘　　要：解析风险沟通(risk communication)原则在西部县城新冠肺炎疫情防控中的实践应用,为今后进行突发公共卫生事件风险管理提供参考。风险沟通作为突发公共卫生事件应对全过程的关键环节,是政府应对突发事件的有效方法,是国际卫生条例的重要内容,是突发公共卫生事件应急准备和处置工作的重要组成部分,对于突发公共卫生事件应对和处置起到重要作用。世界卫生组织提出风险沟通原则包括建立信任、及时公布信息、保持透明、关注公众和提前预案。建立信任有助于彼此取得互信、达成共识,便于采取统一的预防和保护措施,从而有效化解风险,尽可能减少社会危害。本文分析总结了风险沟通原则在青海某县一起新冠肺炎疫情卫生应急管理中的实践,以期为今后类似工作提供借鉴。To analyze the practical application of risk communication principles in the prevention and control of COVID-19 outbreaks in a western county,and to provide a reference for risk management of public health emergencies in future.As a key link in the whole process of public health emergency response,risk communication is an effective method for the government to respond to emergencies,an important content of international health regulations,an important part of emergency preparation and disposal of public health emergencies,and plays an important role in the response and disposal of public health emergencies.The risk communication principles proposed by the World Health Organization include building trust,publishing information in time,maintaining transparency,paying atention to the public and planning in advance.Building trust helps to achieve mutual trust and consensus,and facilitates the adoption of unified prevention and protection measures,so as to effectively resolve risks and minimize social harm.This article analyzes and summarizes the practice of risk communication principles in the health emergency management of COVID-19 epidemic in a county of Qinghai,with a view to providing reference for similar work in future.
