摘 要:建筑信息模型(BIM)是建筑行业数字化、智能化转型升级的一项关键性技术,如何从政府层面制定合理的BIM政策从而有效推进其全面深入实施是目前急需解决的重要实践问题。本文选取国家层面BIM相关政策及出台文件共81份,基于政策工具视角构建二维政策分析框架,利用内容分析法对政策文本进行处理。根据文本量化分析的结果,本文明晰了我国政府出台BIM政策的发展路径,指出现阶段的推行情况和存在的现实障碍,并针对BIM技术在项目全寿命周期中的集成和深化应用提出建议,为相关政府部门完善BIM技术政策环境提供参考。Building Information Modeling(BIM)technology is a key tool to facilitate the digital and intelligent transformation and upgrading of the whole construction industry.It is still an urgent and practical problem in terms of how to formulate a set of reasonable BIM policies from the government perspective to effectively promote its comprehensive adoption and implementation in the industry.This paper,from the perspective of policy instruments,selected a total of 81 BIM policies at the national level in China,and established a two-dimension policy evaluation framework.The selected BIM policy documents were processed based on content analysis.The results track the evolution of national BIM policies in China,show the implementation status at present and existing practical problems of BIM policy implementation.Accordingly,suggestions are put forward to further promoting and deepening the integrated application of BIM during the whole life cycle of projects,as well as providing references to improve the broad BIM policy environment.
