摘  要:人力资源是确保乡村平稳快速发展的重要资源,完善农村人力资源治理是实施乡村振兴战略的必要步骤。中国农村人力资源治理的根本目标是实现农村居民的全面发展和幸福生活,即提高农村居民的人力资本水平、收入水平和社会福利水平。文章在进行农村人力资源治理机制的经济学分析后得出结论:一是提高农村公共服务水平能够有效提高农村居民的人力资本水平;二是优化农村产业结构可以提高农村居民的收入水平;三是完善农村人才培养、激励和保障机制,有助于提高农村居民的社会福利水平;四是建立有效、竞争、开放的人才市场,可以增强农村居民的幸福感。Human resources are important resources to ensure the stable and rapid development of rural areas.The governance of rural human resources is a necessary step in implementing the strategy of rural revitalization.The fundamental goal of China's rural human resources governance is to achieve the all-around development and happy life of rural residents,that is,to improve the human capital level,income level,and social welfare level of rural residents.After the economic analysis of the rural human resources governance mechanism,the article concludes:First,improving the level of rural public services can effectively improve the level of the human capital of rural residents;second,optimizing the rural industrial structure can improve the income level of rural residents;the third is to improve the training,incentive,and guarantee mechanism of rural talents,which is helpful to improve the social welfare level of rural residents.Fourth,the establishment of an effective,competitive,and open talent market can increase the happiness of rural residents.
