摘　　要：目的:测算山东省职工长护险缴费水平,为优化筹资机制提供参考。方法:利用山东省16个地级市职工长护险数据,采用护理成本高、中、低三种方案,运用ILO筹资模型测算2020—2025年山东省职工长护险缴费水平。结果:测得2016—2020年山东省职工长护险缴费比例区间从0.19%~0.21%提高到0.22%~0.23%,即人均缴费水平区间由118~133元提高到199~204元;预测2025年缴费比例区间将达到0.23%~0.3%,即人均缴费水平区间达324~428元。结论:科学测算缴费水平是职工长护险可持续发展的基础,科学界定失能等级是测算缴费比例的重要依据;同时,建立多方筹资机制,有效应对缴费水平提高带来的筹资难题,保障长护险制度高质量、可持续发展。Objective To scientifically calculate the financing level of long-term care insurance for the employees in Shandong province,and to provide references for optimizing the financing mechanism of long-term care insurance.Methods Based on the data of long-term care insurance for the employees in 16 cities in Shandong province,the ILO financing model was used to calculate the financing level of long-term care insurance for the employees in Shandong province from 2020 to 2025,with three schemes of high,medium and low nursing costs.Results From 2016 to 2020,the financing proportion of long-term care insurance for the employees in Shandong province increased from 0.19%~0.21%to 0.22%~0.23%,that is,the per capita overall financing level range increased from 118~133 yuan per year to 199~204 yuan per year.It is predicted that the financing proportion will reach 0.23%~0.3%in 2025,which means the per capita financing level range will reach 324~428 yuan.Conclusion Scientifically calculating the financing level is the foundation for the sustainable development of long-term care insurance for the employees,and scientifically defining the level of disability is an important basis for calculating the financing proportion.It is necessary to establish a multi-party financing mechanism to effectively response the financing difficulties brought about by the increase in financing levels,and ensure the high-quality and sustainable development of the long-term care insurance system.
