基层医务人员对县域医共体建设的认知与评价研究

摘　　要：目的:从基层医务人员的视角发现县域医共体建设的不足,提出针对性建议。方法:对安徽省某市基层卫生机构的2106名医务人员进行问卷调查,总结基层医务人员对县域医共体建设的认知与评价。结果:基层医务人员对医共体建设的认知程度较好,参与积极性较高,总体评价满意;但也普遍认为,县域医共体建设在薪酬绩效考核、双向转诊、帮扶方式、药品供给、工作量平衡等方面尚有改进的空间。结论:注重基层医务人员服务能力的提升,优化医共体薪酬制度和人力资源管理机制、双向转诊机制和治理机制,多方施策补齐县域医疗短板,持续提高居民健康水平。Objective To identify the shortcomings in the construction of county-level medical communities from the perspective of primary medical staff,and to propose targeted suggestions.Methods A questionnaire survey was conducted on 2106 medical staff from primary medical and health institutions in a certain city in Anhui province.Results Primary medical staff had a good perception of the construction of the medical communities,and was satisfied with the overall evaluation of medical communities.However,it was widely believed that there was still room for improvement in the construction of county-level medical communities,such as salary performance assessment,two-way referral,assistance methods,drug supply,and workload balance.Conclusion It is necessary to focus on improving the service capabilities of primary medical staff,optimize the compensation system,human resource management mechanism two-way referral mechanism and governance mechanism of medical community,implement various measures to fill the gaps in county-level medical care,and continuously improve the health level of residents.
