摘　　要：防灾减灾、抗灾救灾是人类生存发展的永恒课题。现代社会,一个国家或地区在应对突发事件时的反应速度和处置能力常被作为评估政府执政能力的重要标准之一。近年来全球异常天气频发,各国面临灾害的风险不断增大,各国政府都在积极提升应急管理水平,加强与其他国家和地区的合作,以共同应对全球性突发事件的挑战。Disaster prevention and reduction,disasterresponse and relief are eternal topics for human survival and development.In modern society,the speed of response and capability to handle emergencies in a country or region are often regarded as one of the important criteria for evaluating government's ruling ability.In recent years,there has been an increasing incidence of extreme weather events globally,resulting in growing risks of disasters for countries.Therefore,governments of all countries are actively improving their emergency management level and strengthening cooperation with other countries and regions to jointly meet the challenges of global emergencies.
