高质量共建中国—东盟数字“一带一路”:发展特征与推进路径

摘　　要：自数字“一带一路”倡议提出以来,短短几年内中国与东盟高质量共建数字“一带一路”进展迅速,取得令人瞩目的成就,成为中国—东盟合作的新增长点与亮点。中国—东盟高质量共建数字“一带一路”具有强大的内生动力,它是双方高质量共建“一带一路”的必然要求,也是应对技术革命与产业变革、参与全球治理、提升规则制定权的共同需要。中国—东盟高质量共建数字“一带一路”具有契合度高、互补性强、机制化程度高、市场生态逐渐完善的显著优势,但也面临数字规则标准碎片化、数字人才短缺、数字安全风险突出、地缘政治竞争日益加剧等挑战。为此,双方需要强化顶层设计与战略对接,推动构建数字安全保障机制与数字治理机制,通过数字“一带一路”框架帮助东盟培养数字人才,妥善应对地缘政治风险。In just a few years since the launch of the Digital Belt and Road Initiative,China and ASEAN have made rapid progress in jointly building a high-quality digital Belt and Road and have achieved substantial results. It has become a new growth point and a highlight of China-ASEAN cooperation. The high-quality cooperation between China and ASEAN on the Digital Belt and Road has strong internal driving forces. This cooperation is in line with the two sides' common goal of jointly building a high-quality Belt and Road. It can also be seen as a response to the challenges posed by the technological and industrial revolution,and the need to participate in global governance and enhance rule-making power. China-ASEAN cooperation in building the high-quality digital Belt and Road has great advantages,including high compatibility and strong complementarity between the two sides,a high degree of institutionalization,and gradually improved market ecology;however,it also faces challenges,such as fragmentation of digital rules and standards,shortage of digital talents,prominent digital security risks,and intensifying geopolitical competition. In order to elevate cooperation to a higher level,the two sides need to strengthen top-level planning and strategic alignment,promote the establishment of a digital security guarantee mechanism and a digital governance mechanism,help ASEAN cultivate digital talents under the framework of the Digital Belt and Road,and properly handle geopolitical challenges.
