对档案治理概念内涵与外延厘定的批判与反思

摘　　要：有关档案治理的研究是目前中国档案学界的热点与前沿,档案治理体系治理能力现代化也是《“十四五”全国档案事业发展规划》中的重要一项。但目前有关档案治理的研究因尚处于起步阶段,所以对其基本概念的界定仍存在争议。本文依托逻辑学的基本方法,通过三段论演绎推理得出档案治理属国家行政管理中的档案行政管理的结论,具体分析比较了档案治理、档案行政管理、档案管理、档案数据管理(治理)等概念的区别与联系,并提出了档案治理研究应坚持行政管理的基本方向,以及最终服务于国家治理的基本立场。The research on archives governance is currently a hot spot and frontier in China's archival academia,and the modernization of the governance capacity of archives governance system is also an important item in the"14th Five-Year Plan for National Archives Development".However,the current research on archives governance is still in its infancy,so the definition of its basic concepts is still controversial.Relying on the basic method of logic,this paper draws the conclusion that archives governance belongs to archives administration in national administration through syllogism deductive reasoning.The differences and connections between the concepts of archives governance,archives administration,archives management,archives data management(governance)are analysed and compared in detail.It is also put forward that the research of archives governance should adhere to the basic direction of administration and ultimately serve national governance.
